frick people who rake leaves in a ditch or drainage area.

There is this guy who lives on the corner of my street. He would always blow his leaves in the drain. Not sure how long he had been doing it for, but several years ago when it rained hard or steady for a long time, it would start flooding the street by his house.

One day the city was out there fixing it. It took them 3 or 4 days to fix it, but someone told me that the guy was always calling and bitching. After it was fixed he was complaining because he said the city was trying to blame their problem on him. Not sure what they told him, maybe they said something because there was a lot of shite down there, but people who do that are idiots. It's not there for them to do whatever the frick they want...
