Thats not true. You can get there with Smart, Tatum, Yubesele and one or two other small contracts. Or you can sign the rookies, wait the 30 days and include them in the trade.
Long story short, you can easily do a Boston AD trade without including Hayward or Horford, even if AD doesn't waive the trade kicker

horford would have to opt in so that’s unlikely
Hayward makes 35MM so I doubt the pels want him
so...it will be smart which means the Celtics can’t wind up with all three of those guys plus davis
