Some interesting finds in IMDB for casting.
The boy who the teacher found on the playground who said he went trick or treating with Julie and Will... His character is named Mike ardoin. There is also a grown man around 45 years of age in real life listed as a character named Mike ardoin. Likely gonna see that character grown up in the 2015 time-line... There is also a young girl with the character name Lucy ardoin who must be his daughter....hmmm.
There are also a lot of state police characters listen in the database so I'm guessing the 1990 time-line is gonna be full. Of a lot of those people.
And file this under the crackpot theory... I have hunch the fat neighbor lady who was seen waiving at the kids in their bikes and then later comforting the mother of the missing kids... The actress has quite an underrated resume even though no speaking part as of yet...

My Gf and I had the same thought! It's not uncommon for people who commit, or are a part of, crimes like that to try and get close to the family to learn as much as possible about how the investigation is going.

That lady was a little late to take down her Halloween decorations too which I found a little odd. Maybe she was the one handing out the dolls.
