I was thinking the same.
But how many flights does the airline do per day?
If it is more than one, a chartered plane would be cost prohibitive because now you have several planes to charter. If it is just one, then a plane may work depending on flight times and transit times.

It’ll cost around 6600 a person to fly on a charter SFO to Shanghai. More if you need the plane to wait for a return trip. This assumes a G5 with a load of 14 (seems common/average) config. The cost can easily double on a particular trip you only need to send a handful of people.
The difference in cost outflows is probably not worth the additional logistical considerations and liability exposures.
