This is the purpose of imminent domain.

The power of Imminent Domain applies no matter the property so long as the government has a legitimate reason for it (national defense, transportation, even economic development thanks to the insane KELO case). Once the government decides to go full-blown imminent domain, they only have to offer market rate to get the property and the owner has no choice.

Government has become a leviathan. It's no longer for the people but out to serve it's best interests. Those interests being money, land and more and more power.
