Partially. The original BCS was a combination of the polls which has hundreds if not thousands of voters which reduces the biases. but a large part was also strength of schedule and your opponents strength of schedule. it didn't have a small group of people going behind closed doors and picking teams that they think are the best. No one knows what formula they use to determine this, then they will throw out a bullshite term like eye test.
