The Budget Shutdown will shut down most of the Federal Flood Insurance Program since its funding is tied up with the Budget as well.
IRS will take a hit because many of their employees were not be able to process taxes and refunds.
If Trump really wanted to piss off the Democrats he could force the TSA air traffic controllers to take a break which would impact all passenger and package delivery traffic.
A shutdown would only affect nine departments (Agriculture, Commerce, Homeland Security, HUD, Interior, Justice Dept, State Dept, Transportation, and Treasury) which could mean that that as many as 380,000 workers would be furloughed without pay while more than 400,000 would be required to work without pay until the showdown is settled.
And while food stamp benefits under the Supplemental Nutrition Assistance Program do fall under the Agriculture Department, those benefits would likely continue for several weeks at the very least before available funding to cover them dried up.
