Foles doesn't make 20 million a year

that graph is all wrong and missing all kinda salaries.

His contract potential for 2018 was $23 million because of various incentives and if the Eagles keep him next year they will pay $20 million.

Outside of the new money, the Eagles and Foles now have a mutual option for the 2019 season. To put that in perspective, that total is more money than Dak Prescott and Deshaun Watson will make combined this year.
