Most people don’t grasp 1) the scope and severity of children acting out in elementary school and 2) the resources requires to handle the 1% of students who are worst offenders.
You take the worst three kids out of a school of 300 and find alternative schooling for them and your education reform will happen all by itself.

I got in a bit of trouble early in my teaching career when I stood up at a meeting on our "attendance problem" - I said that our attendance problem was that we had too much of it - that if we got rid of about a dozen kids, our environment would improve immediately and the educational progress would take off.
The principal was not too happy with me.

i've been arguing this for years. "tracking" is like racism in school but we legitimately have to reevaluate that logic
again, this isn't about saving white kids in mixed schools. this is about the tens of millions of black children who are constantly denied a proper education so that we cater to that 1-2% at the bottom causing trouble
