If I were a fan of UCF or whoever, I'd much rather play in a major bowl against a team like LSU than in the B tier national championship against Boise.

Yea but schools like UCF and Boise are exceptions. On the other hand, there far more schools in the MAC, SUNBELT and CUSA who would love this. 98% of those schools have 0% chance to make the current playoffs....or bowl games for that matter.
