What if the current House of Rep delivered to the President a bill funding the Wall; must it then be voted upon by the current Senate or could it be carried over to be voted upon by the new Senate in 2019?

The President doesn't have the votes in the current Senate to fund the wall; He will have the votes in the new Senate.

Dont really think it matters. Funding for the wall was already in the military spending bill. This was all about saving face for the American people. According to Q this is a fact.

Why not just close loopholes in immigration laws. It would be cheaper and moral.

No. It could be tabled by the Senate leader. It doesn't have to be voted on in this or the next Senate. They could vote to send it back for changes. I duckduckgo'd how a bill becomes law
This would make the Rs look weak.

So the House won't vote on a bill because the Rs are too few to pass alone. Currently, 10 Ds are needed to vote with the Rs.

He will have the votes in the new Senate.

No he won't. Only 53 Rs. Need 7 Ds to pass.

eta...I shouldn't have posted because I am so far from anything savvy.

Close loopholes? There are many laws on the books that aren't being enforced. One is that legal immigrants must carry proof of residency at all times, and must display such on demand. Another is that they must show they are not a burden to society.

And even those being deported by law are coming back, multiple times.
