People needed to feel like they were in control so our government did a lot of touchy-feely propaganda during the Cold War to let everybody know, "We're looking out for you America!"

So, to tell America that we were doing everything possible for ourselves, a lot of nonsensical things were done to make people feel better. No one will survive a nearby nuclear blast by hiding under a desk in anything but the most rarest of cases. That didn't matter to the Eisenhower and Kennedy administrations, what they wanted was for people to feel they had some sense of control because then they would be less likely to panic/riot. They tripped over themselves looking for ways to make people feel better even while none of it made any logical sense.
