Yes, I answered it
Brees scoring less than 13 points is unbelievably rare, but clearly it can happen. It happens if there is constant pressure up the middle and physical coverage that the refs allow
Mahommes scoring less than 13 would also be rare, but would likely happen in a game in which he was having a ton of turnovers, which seems to be a potential issue for him.
I answered the question pretty clearly I thought.
