Nothing. If these guys hire a decent civil rights attorney, the school district will get eaten alive in court. It's their 1st amendment right to do whatever it is they're doing in that photo.
If it happened at school, then they could discipline them because schools have some power to enforce rules that wouldn't fly "out in public" (such as dress codes and the like). But according to the school it didn't happen at school or a school function. Therefore, the school has no legal ground to stand on (and I think they know it).
These guys are fricked, though. Goodbye college admissions and most future employers.

They could argue all sorts of things, claim they threatened the black students on campus, that they are endorsing a hate group, intimidation by hate speech...
Eta, thats what they will claim, not what they actually get charged with.

Absolutely none, It's a First Amendment issue and it protects stupid pictures taken by stupid people doing stupid and offensive things. It's not akin to yelling "FIRE" in a crowded theater
