It’s easier to tell someone’s age when they’re naked

Not enough water, smoking, drinking, not enough sleep and sun exposure are all big factors in the outward, cosmetic signs of aging.
I have a friend who's almost 50. He has always taken precautions when going out in the sun (he's one of the guys who wears long sleeves, jeans and a big floppy hat when he does yards work). Aside from his slightly gray hair, he looks 35. Seriously not a wrinkle anywhere on his face.
The sun does a number on peoples skin.

But why does he look 35 and not 20?

Genetics play a significant part in it as well.

Everyone seems to be missing the point of the topic. He isn’t asking how people defy age. When they do, you can still tell they are older, even if there isn’t anything discernible to age them. What makes a person look older even if they haven’t aged visibly?

Cindy is a freak of nature, just like Raquel Welch. There’s no explaining it. Maybe the dark olive pigmentation helps?

There is nothing specifically that I can see that would make her look older (wrinkles, saggy skin, etc). So what is it that makes people look younger or older whencthere is no obvious signs?
I get what you and the OP are saying. Stress and other tragedies in life can physically do a number on you and like 08 said, you can see it in the eyes. This is just as detrimental as any other aging factor.

It's not wrinkles but the texture of the skin. Collagen levels decrease as we age. Gravity and sun exposure age a person's skin too. She has the the ability to use the best products and procedures for her skin.

You’re asking why an individual in our opinion looks a certain age but not another. I think that’s just it, an opinion. And having said that, that opinion it’s usually based on certain aesthetics associated with aging hence, why others including myself went in that direction.
