It's confusing, we have plenty of federa laws that supersede the powers of the state but something as important as elections with national repercussions are left to the state and county governments. If anything should be standardized it's the rules and voting methods of national and gubernatorial elections. If this were to happen it would mitigate a lot of the voting shenanigans we've been seeing the past 50-60 years.
