No, they have to use a ratchet strap around the center of the tire. Ratchet until the tire touches the bead. All while being careful not to scratch the wheel and not break the tire monitors ($200 replacement for some manufacturers).

Not if you have the correct equipment. Fools around here love those damn things , dad had to buy a special tire machine to mount them, was like $10K, but you don't want to be using less of a machine and destroying some old boys $500 wheel.
