They have overhangs specifically dedicated to bounce noise (and also rain). But I doubt its actually sustained like Tiger Stadium. I've been to big games in many big stadiums and the closest I've seen is the swamp in terms of shake your chest noise. But Tiger Stadium has an extra gear that no other stadium has and has more endurance. That comes from the people.

You are right, the geometry of the stadium is the biggest factor. Another factor is their weather. Cool humid air is a good medium to transmit sound waves. Washington has that.
