Why isn’t there more writing on our paper money?

It is almost the perfect medium to convey a person’s simple message to a large number of people yet it is uncommon, if not rare, to encounter paper money with added writing or notes.
And while it is illegal so is graffiti on train cars and buildings. And that only reaches a fraction of the people that a note added to a $20 would.
Do the banks send the money with writing back to treasury for destruction when found?

Yes. Banks send money to the Federal Reserve and the Fed runs all bills through a machine that shreds unfit currency.

One night a bunch of us were playing cards and I was on a roll.. And we were joking around and everytime I would win a pot I would write "my money bitch!" on it. This was about 15-20 years ago.

If I see that $20, I would write "the dumbass who lives here actually convinced people to vote for him and then he makes them think he is doing a great job".

Not the Treasury. Treasury isn't involved at all.
A few factors:
Money transactions are more and more using intelligent machinery to process. Think how often you stick bills into a ATM, or the Home Depot self-check out, coke or candy dispensing machines, parking toll machines, etc etc. Those machines aren't as effective with bills that have writing on them. To combat banks like to shift those bills to the Fed with the quickness.
Fed understands these market requirements and has highspeed counting equipment that detects soil levels and other things on the bills. Those that have too much, including graffiti, are shredded instantaneously.
Fed does periodic testing around the country on the bills in circulation. If they see one area that has more graffiti, or similar defects, above normal they tend to flood that area with new bills to compensate and then adjust their internal machinery to remove/shred more bills from circulation.

Yes it was more popular a few years ago and mildly interesting to watch bills roam. Note that usually this was done to 1's which have a short life span in the marketplace before they are worn out or soiled.
