He could have worded it a little better, but he is obviously referring to the election process.
I don’t know any other way that you orderly, formally and lawfully change the composition of the government.
We have enough real craziness out there, we don’t need to go out of our way to extrapolate some craziness.

I don't know of any way to lawfully "overthrow" a government.
His words contradict themselves.
I don't think it's clear that he was talking about an election. And, I don't think it's clear he isn't talking about treason.
