this is actually how it should be done. You shouldn't get all the votes from new york or from cali because of 1-2 cities. Every state should be have their EC votes broken down into that many districts minus 2 or 3 like you said. Winner of each district gets that ec vote and the winner of the state gets a 2 or 3 point bonus (winner by EC votes)

A couple of states do something close to that.

Nebraska and Vermont maybe? I'd have to look it up.

ETA: Maine and Nebraska.
