Depends .. if you consider any Southerness as backwardsness then Mississippi.

As I move around the country more, I am beginning to realize this isn't much of a slight. I NEVER had anything stolen, had my house broken into, had my mail taken, etc. in Alabama. If that is backwards to some, so be it. I would much rather live in the land of backwardness than the few other stops I've made.

Also, Texas is not southern.
