I wouldn't go quite that far, but it's certainly not good. These days, Happy's is the only bar still thriving down there, and I don't know how long they can survive by themselves. The whole point of the string of bars on 3rd street was to facilitate bar-hopping. Cracking down on open containers destroyed that. It's so f&%king stupid, but that's political corruption and incompetence for you.
