Come on man. You may get 15 city, but no way in hell you get 20-21 with 33” unless you are going 60 mph down the interstate maybe.
Tundra gets 3-4 mpg less than the domestic trucks. Doesn’t matter what you get, that’s pretty much a known fact.

The 2 wheel drive V6 stock Tundra doesn't even get 20 on the interstate.

I have the 5.7L Tundra. I get 14-15mpg, mostly city driving.

That's about right. The article I linked on page 3 from Car and Driver stated the 5.7L 4x4 got around 13 MPG city and 17 hwy.

Why? It's true. My average on my dash is 14.9. I've hand calculated it several times. My truck never goes on Long distances or that would be better (we take our explorer). I also sit ideal during lunch and it makes the number go down. However, when traveling 60mph I get around 20.

Because stock Tundras don't do that. You probably added larger tires and possibly changed the gearing and then didn't adjust you speedo and odometer to match the new stuff.
I will be you literally anything you want you don't get over 20 for any sustained period of time.

I put on 33s and a front level kit and that's it. Speed won't change that much from stock tires so no need to recalibrate.

20-21 mpg highway might be possible in a 4.6L, with no traffic, cruise set at 60mph, going downhill the entire time.

And the manufactures typically overstate mpg. I can get the highway rated mpg in my F150 driving 60-65 on the interstate
