I do this to an extent. The amount (above normal %) depends on how big the discount is, how much I consume (e.g., if I have 2 $2 beers then I'm not leaving just .80 obviously) , whether I order stuff besides happy hour specials; and if the bartender or waitress is up front with the specials and especially if s/he makes an effort to get one last order in before it expires, then I definitely increase the tip.
On the other hand, there are many times where I would have stayed home or gone somewhere else but-for the happy hour, so they should be happy the special is bringing in business.
