how is it a "caricature" to respond in the way Roger did?
OP is touting a benefit, to the government, of the tariffs that are in effect until further notice. Roger responds with a perfectly fair and accurate point. where is the caricature, and where is the attack?

Unless the importance of steel and aluminum is only temporarily vital to our national security, I would say this is an argument for permanent tariffs.
