If they had a plan to gouge prices, it would have been planned and ready for implementation before it was repealed.

If it is going to happen, it's not going to happen in one fell swoop. No one is going to be the first, and possibly, the only ones to jack up rates and essentially lose a large chunk of their customers.
There is potential for rates to go up and services to be gated. Just a wait and see right now.
