What did YOU have to present to open the account tied to that PIN? If it involves a bank operating within the borders of the USA and/or its territories you are required under Federal Statutes to present a photo ID to open an account of any nature, including safety deposit box.

ETA: I worked for a small bank for a decade. Can't BS me over opening accounts or on banking procedures.
