Is there a specific NCAA rule Meyer broke that carried a specific penalty?
I agree with your general sentiment. I agree that 2 years is an overly harsh penalty in light other infractions that carry a much shorter penalty. But, I don't know if the two scenarios are comparable.

Yes. There is a rule and federal law he has broken if in fact he did what he is accused of-it’s called “Title IX”.
