Not the mother. Obituary from one of the news stories states:
Those left to cherish his memory include his parents, Billy Dean Ellerbe Jr. and Hanna Nicole Barker

Ok I guess it makes it a little better knowing it wasn't the mother. How another human can burn a baby alive is beyond evil.

I read through some of the facebook comments on the story and apprently the woman who did this is the mother's girlfriend.
