For whatever reason, Rian Johnson appears to have based every single thing about TLJ around the idea of not giving the audience what they expected going in. To wit:
-Audience expected Leia to be killed off since Carrie Fisher died in real life: NOPE
-Audience expected Luke to emerge from retirement and reestablish himself as the galaxy's sole Jedi: NOPE
-Audience expected Yoda to show up and chide Luke for not taking a more active part against the First Order: NOPE
-Audience expected Snoke's motives and master plan to be revealed, setting up the main conflict of the entire trilogy: NOPE
-Audience expected Rey's parentage to be revealed, adding some dramatic tension: NOPE
-Audience expected Kylo Ren to have completed his training, becoming a truly overwhelming threat: NOPE
-Audience expected Poe, who was established as the "gunslinger" character in this trilogy in TFA, to do some gunslinger things, get into a lot of trouble, but ultimately save the day: NOPE
-Audience expected Finn to take on a more leading role in the Resistance: NOPE
-Audience expected the movie to, you know, advance the story and point towards the trilogy's ultimate resolution: NOPE
Seriously, I think Rian Johnson started with the above ideas about what TLJ wouldn't be, and only then decided to try and figure out what the movie would be. Can you try to come up with a cohesive plot that meets all the above requirements? Hell if I can.

Bingo. And hollywood's term for it is "art"
Never cool to give the expected. Must always go against.
