Check the label on the specific type you're using. If it's heavy on the nitrogen it can delay fruit set and encourage foliage growth instead. A higher ratio of phosphorus and potassium will increase blossom production. Also consider adding epsom salt and some form of calcium. Thicker walled peppers need a lot of magnesium and calcium versus thinner hot peppers.
Just some things to consider, could very well just be the heat, but these are easy steps to take and see.
