Crash can be seen here. Skujins fixes the chain on the bike and out of view spins the cranks so that in view the camera can see the rear wheel spinning.

I looked at it and tried to make it as slow as possible. To me it looks like his foot goes behind the pedal. So he didn't spin the cranks to fix the chain.
ETA To me it looks like his foot is behind, he lifts the bike, back wheel and cranks start to spin, does not appear his foot makes any type of motion at all and yet the crank somehow then gets above and in front of his foot.
I have been totally skeptical that these things were in the peloton but that bike will have to be confiscated and xrayed.

This is correct. At first I thought his back wheel was on the ground immediately before he turns the bike in full view of camera. But I don’t think the rear wheel was touching the ground. He put his chain back on, spun the cranks, and had his bike off the ground.
