this. private and Catholic school kids getting TOPS ruined the whole thing. it should be an incentive to send your kid to public schools

also, the high acheiving kids who will likely leave the state don't need to be getting TOPS money. maybe our students from the 61st to the 94th percentile who will stick around after graduation should get it, even if they aren't the best of the best students
