Because they are filled with the descendants of bloodthirsty people who had a dozen different human sacrifice rituals and love death so much they used human bones as household decorations and tools. There is nothing we can do to make them law abiding or fit for civilization even after giving them the religion that built it, much less turn them all into brain surgeons with magical American soil.

Foreign aid does not fix problems in 3rd world countries.
Here is the usual process. They tax their people, keep the money, then scream to the western world we need clean water/food/sewage plant. Then take the money, offer the construction project to their cousin, who kicks back half to them, it never gets completed. They get moved out of office, replaced by their second cousin (who uses the kickbacks from the previous admin to buy votes) and the whole process is rinsed and repeated.
Pretty much the clinton foundation....without the steroids, cause they are smaller countries.
