No, he just thought it was no big deal (and it really wasn't). A few Russians in their basements posting on social media. Obama didn't want to escalate tensions with Russia over such a small issue.
Remember, Obama himself said "There's no way anyone could rig an election." And he was on record saying he was sure Hillary would win. If there was a Russian operation in favor of Trump, Obama sure thought it would have zero effect on the outcome. (He was right, it didn't).
Now, AFTER the election on the other hand, Russia became the villain.

I have to tell you, General Flynn's military counterintelligence experienced does cross my mind when I read stories like the OP. It's like he possibly goaded them into this entire MUH Russians debacle.
