That won't happen, and I'll tell you why.
The USA is already conquered and will never take any significant action to secure its own national sovereignty.
The military forces of the USA serve a different purpose now, more of a "Secure the Globe" mission.

As for "going to war with Mexico" -- good idea. The USA need not conquer Mexico. Securing a 5 mile buffer zone inside of Mexican territory would be sufficient for establishment of Migrant Processing Centers on Mexican territory. That's legal under International Law because Mexico is either permitting or cannot stop this invasion of the USA from south of the border. The USA indeed does have the right under International Law to protect its own national sovereignty. Problem is this: the people currently in charge of charting the destiny of the USA don't care to do so.
Solution? Begin exploration of possible future dissolution of the Union. Establish a new country that will protect its national sovereignty and be faithful to the US Constitution.

The cartels are woven into the fabric of the local society and would melt into the landscape the moment strong enemy military force presents itself, just as a geurrilla army would, just as the Viet Cong did. As such, there's no practical way to go in there, do the job and get out within a conventional time frame.
An UNCONVENTIONAL warfare approach would entail sending US Special Forces covertly in-country in ones and twos over the course of several years. THEY would weave themselves into the fabric of the society and they would infiltrate the cartels as full members of the cartels. Then they could complete their direct action missions from that platform. Now, we aren't going to do that, are we? No serious person would suggest we spend 5 or more years infiltrating the gangs to do that because that approach would not guarantee success.

You'd think the Mexican government would be on board with coordinating these types of operations which could build good will between our governments and help rid them of the criminal corruption that will forever keep them in a backwards condition. But as you mentioned, their crooked political class is not necessarily interested in elevating Mexico into the 21st century of civilized states but more so with lining their own pockets.
