Isn’t the policy about tampering with the drug test?
Honest question, if he never actually poured any of the fake urine in the container or used the fake urine wouldn’t that be attempted tampering?
Maybe I am ignorant, so correct me if I’m wrong, but it seems to me he thought about it, almost did it, but never actually did it. So does the full punishment for the policy set in place apply?

I didn’t know about this policy 5 years ago.

But my argument carries weight because the NCAA’s penalty is about 6 times any other sports organizations in the US.
