Do the voters of California have the authority to just add 2 new states to the U.S.? This seems extremely unlikely to pass through all the necessary channels.

The measure could pass by 100% of the vote in California and it would still have a 0% chance of ever happening. I state can't just make itself two (or three) states because that's what it wants to do.

I would think only the voters in what would be new states could vote on it?
