To an extent, true. 150B (as some have estimated) was frozen assets. The 1.8B cash was supposedly reimbursement for a pre-revolution arms deal that was never fully executed.

But what did we really give up with the NoKo summit other than shaving off military excercises? Comparatively cheaper and as others have pointed out, we didn’t release funds to a regime that funnels that cash to potential threats.
