Biker type bar, or at least had that kind of vibe. Closed and became a frat bar called Tiger Lounge and/or Kilpatrick's. (May have been called both at various times.). As another poster said, it was next door to the White Horse/Shannahans, near where that gay bar is now. The Bengal and Cotton Club were right across the street. Highland Road had quite the bar scene before it became Mogadishu.
Freddy Pou owned the White Horse and several other bars. Ex Vietnam Green Beret. Only about 5 foot 4 and very laid back, but you dared not frick with him.
