The two things that have worked best for me are wrapping from the elbow up to Midway of the upper arm with a voodoo floss band and repeatedly extending/flexing the arm for 30-60s.

Another thing that works pretty well is to rest the tricep on a barbell (either standing at a power rack or sitting up backwards on a bench) and flexing/extending the arm while moving the arm over the barbell to apply pressure at different points.
