Worked with military, civil service and contractors during my 20 years on active duty. As a general rule the civil service guys were the worst by far about slacking/trying to get out of work.
The best civil service folks were usually prior military/retired military folks.

Read article.. the other 25% is for union duties. It should be 0% . Tax payers should not foot the bill for their union work. That should be done after hours and on their own dime.
Hell the union gets free office space in the govt building. That needs to change.
This is good for the tax payers but it doesnt go far enough in some areas.
