I love my Arcteryx Beta AR (worked at an outfitter that had crazy discounts in college) but the price point is crazy. As others suggested you can’t go wrong with a Marmot Precio, OR Helium (if you’re ok with not having outside pockets), and the Patagonia Torrentshell. The best I know of that I didn’t see mentioned is the North Face Summit L5 Ultralight. As far as parkas go, I don’t know of any non-insulated styles but take the brands listed and go from there. Also, if money isn’t a huge issue, definitely go with something that uses Gortex Pro, one of the most amazing repellent materials I’ve ever come across.

Me too but it's definitely a bit much for what the OP wants.
I use that shell snow skiing, climbing, snow camping etc. It's one of my winter coats.
