It seems like a good thing, until you realize that it's only in there because some legislator's brother-in-law owns some firm that specializes in "Promoting International Conservation" and this is just a way to funnel them other people's money.

Probably true. I guess I should say in theory it sounds good but will likely be embezzlement.
