Eh, maybe. I don't really see it that way. Either way, that's not really the point.
The problem is not with poor people having babies. You can be poor and have as many babies as you want. The problem is that we have to pay for them now.
Poor people will always have a lot of babies, more than wealthy people. Welfare state or not. Again, there is an evolutionary reason for this.
