Liberal judges have made the cost of housing prisoners higher with their space mandates (jails are inspected for compliance).
Conservatives see county jails as cash cows, holding excess prisoners from larger areas whose own jails are full.
Jail = a business, no different than a hotel. Empty rooms are bad for the bottom line.
