Maybe not exactly, but neither are they being pressured in that direction like the US. I suspect they are for anything that weakens the USA, so in the short run, I believe they do support such a notion.

But the issue is that the US has been the leader in globalization since the end of WWII. China and Russia only resist because they would much rather be the leaders. The goal of centralization efforts at home always has a geopolitical component.
