I can't speak much positive or negative about the decor, because the only comparable size airports I've commercially flown out of were Shreveport and Monroe and BR is nicer but that's a low bar. They layout, however, is really nice and convenient.

Odd thing is, I went to a conference at Alexandria's airport and it was surprisingly VERY nice for such a small airport (less than half the enplanements than KBTR) in such a shite town.

I've flown to many regional airports and BTR actually is one of the nicer ones. It is not saying much, but most other regional airports suck with no amenities at all.
