Yeah, sounds like you may just need to add him to your insurance and work out a payment deal with him to cover the extra expense here.
That seems to be the best route IMO. I don't know all the legal laws here, but that would seem to really cover things.
Make two contracts for him/her to sign and get notarized maybe?
1. He/She is paying his way on your insurance.
2. He/She is only using this car on a limited bases. (Specify the length of time or something) It won't be long enough to where your tags expire will it?
Good luck. Hopefully you get it all squared away and don't have to worry about anything.
